Engeland peilt reactie beleggers op verbod combinatie controle en advies

In Engeland komt een consultatieronde in antwoord op een voorstel om de combinatie controle en advies door accountants bij dezelfde klant te verbieden. Een parlementaire commissie is voorstander van een dergelijk verbod, maar toezichthouder op de financiële verslaggeving FRC gaf eerder aan hier weinig in te zien.
De consultatie wordt georganiseerd door de Auditing Practices Board (APB). Deze Britse standard setter voor controlestandaarden maakt onderdeel uit van de FRC.
Paul Boyle, het voormalige hoofd van de FRC, zei in mei van dit jaar naar aanleiding van het voorstel van de parlementscommissie tegen het verbod te zijn op de combinatie van controle en advies bij dezelfde klant, maar kondigde toen wel een consultatie over het onderwerp aan.
De APB is vooral geïnteresseerd naar de reacties van beleggers. Die spelen namelijk een sleutelrol in het voorstel om de combinatie controle en advies te verbieden. In de onderbouwing van haar voorstel, stelt de parlementscommissie voor Financiën dat dit verbod het vertrouwen van beleggers in financiële informatie moet herstellen.
Richard Fleck, voorzitter van de APB: "The question of whether restrictions should be placed on the non-audit services that auditors can provide to the entities they audit was a key issue at the time of the Enron debacle in 2002. Since then there have been a number of developments including greater involvement by audit committees in overseeing what non-audit services are provided, greater transparency on the fees paid for non-audit services and the issuance by the APB in 2004 of Ethical Standards for Auditors which prohibit a number of non-audit services from being provided in certain circumstances. The aim of the APB Consultation Paper is to seek views, especially from investors, on whether there is support for the Treasury Select Committee's view that investor confidence and trust in audit would be enhanced by a prohibition on audit firms conducting non-audit work for the same company."
