Stephen Zeff: lesmethode financial accounting niet bevorderlijk voor professionele scepsis

De manier waarop het vak financiële verslaggeving wordt gegeven aan Amerikaanse universiteiten is niet bevorderlijk voor het ontwikkelen van een professioneel-kritische instelling. Dat stelde hoogleraar Stephen Zeff in zijn bijdrage aan een rondetafelbijeenkomst van de Amerikaanse accountantstoezichthouder PCAOB.

De nadruk bij het vak ligt op het leren van de verslaggevingsregels. Het verkrijgen van inzicht in de ontstaansgeschiedenis van die regels, zoals politieke lobby's die tot compromissen in de verslaggevingsregels hebben geleid, is echter tot een minimum teruggebracht. 

Zeff baseert zijn stelling op de inhoud van de lesboeken die tegenwoordig worden gebruikt bij het vak. "By contrast, the authors of accounting textbooks prior to the 1970s typically took positions on financial accounting controversies, and they recommended sound practice and criticized unsound practice", aldus Zeff. 

Maar vandaag de dag zijn de lesboeken volgens Zeff niet meer dan ‘retailers of GAAP'. "In sum, the textbooks do virtually nothing to stimulate students' critical and intellectual faculties."

"Why would one expect that students thus educated in accounting, who will one day become accountants or auditors, will have developed an independence of mind and a healthy skepticism of the deficiencies they see in practice?"

De Sarbanes-Oxley Act biedt de PCAOB volgens Zeff een mogelijkheid om hier iets aan te doen. De PCAOB moet volgens die wet de inkomsten uit de boetes die de toezichthouder oplegt gebruiken voor beurzen aan accountancy-studenten. De PCAOB zou daarbij de eis kunnen stellen dat die alleen worden verleend als de betreffende opleiding financiële verslaggeving als intellectueel uitdagend vak aanbiedt. 

Als oplossing voor de korte termijn stelt Zeff voor "to require the audit firms falling under the PCAOB's purview to certify that they have required their audit partners and managers to take a specified minimum number of hours of continuing education each year on the economic and financial dimensions of the accounting for complex and novel financial transactions"

Zeff brengt in zijn bijdrage ook een door hem geschreven artikel in het tijdschrift Accounting Horizons uit 2003 in herinnering, waarin hij het afbrokkelen constateerde van het professionalisme in het beroep sinds de jaren zeventig, ten gunste van de commercie. 

"In an earlier era, auditors were in professional firms that happened to be in business, but eventually they became businesses that happened to market professional services."

Of deze trend gekeerd kan worden weet Zeff niet. "Society and the professional world are vastly different than they were in the 1950s and 1960s, when, it seemed, professionalism was a respected value in our field. I understand that the legal profession has also suffered a comparable decline in professionalism. But lawyers are hired to represent their clients. Auditors are hired to be independent of theirs."

Zeff ziet het gebrek aan professionalisme ook in het ontbreken van intellectueel leiderschap bij partners van de grote accountantskantoren en andere kopstukken uit het vak. "There was a time, prior to the 1980s, when partners in the major firms gave speeches and wrote articles and even books on controversial areas in accounting principles."
