SEC-functionaris verwacht lagere kosten controle SOx 404
Paul Atkins, commissioner van de Securities and Exchange Commission (SEC), verwacht dat de nieuwe Auditing Standard AS 5 een gunstig effect zal hebben op de kosten die ondernemingen maken om te voldoen aan Section 404 van de Sarbanes-Oxley Act.
Dit zei hij in een speech voor de Amerikaanse kamer van koophandel in Japan.
"If auditing fees do not come down as a result of these changes, then something is terribly wrong with the interpretation of Audit Standard 5 and perhaps with the competitive landscape in the auditing profession itself", volgens Atkins.
In juli van dit jaar gaf de SEC zijn goedkeuring aan de opvolger van AS2 van de PCAOB. Volgens veel ondernemingen was deze standaard veel te tijdrovend en inefficiënt.
Atkins: "Audit Standard 2 was overly prescriptive, and it encouraged auditors to focus on items that were not material, and discouraged auditors from using the work of others. Audit Standard 2 drove auditors to act - not necessarily based on attention to risk or by the application of reason - but instead in a check-the-box approach that precluded the exercise of professional judgment."
Auditing Standard 5, 'An Audit of Internal Control Over Financial Reporting That Is Integrated with An Audit of Financial Statements', zou de problemen moeten ondervangen door uit te gaan van een risicogebaseerde aanpak. Atkins denkt dat controlerend accountants door de nieuwe standaard gedwongen zullen worden de controle van beheersingsmaatrelen aan te passen.
"Audit Standard 5 is intended to refocus the manner in which auditors carry out their responsibilities under Section 404. Under the new standard, auditors should direct their efforts to identifying any material weaknesses in internal control without getting diverted by looking for immaterial internal control issues." Dit zou ervoor moeten zorgen dat de kosten van de controle omlaag gaan.
