Bericht uit Brussel (2): krampachtig mandaat Europese Rekenkamer

Er wordt in Brussel niet alleen aan het openbaar beroep geknabbeld. De Commissie Budget Controle van het Europees Parlement (COCOBU), organiseert in september 2011 een hearing speciaal gericht op het mandaat en de structuur van de Europese Rekenkamer (ERK).

Het is een teken des tijds dat dit soort indringende en heel nuttige vragen aan de orde worden gesteld, niet alleen in de private maar ook de publieke sector. 

En nadat deze Rekenkamer de afgelopen vijftien jaar indringend van zich heeft laten horen in de vorm van andere dan goedkeurende verklaringen, is het hoog tijd de ratio van haar uitgavencontroles (‘DAS') ter discussie te stellen. Het begint te lijken op het slaan van een dood paard. 

Ik zou de Europese rekenkamerfunctie niet outsourcen naar een privaat for profit openbaar beroep. Dat heeft al genoeg te stellen met het fixen van haar eigen goede naam en reputatie - en bureaucratische instelling. 

Maar ik heb in december 2010 wel al een deel van mijn kaarten op tafel gelegd in een interview met het in-house magazine van de ERK: Het is tijd voor een wezenlijke herbezinning om het krampachtige mandaat van de ERK (in het Engels: ECA) bij te stellen.

"R.C.: Let's go back to the financial regulation. How do you see the development of the role of the ECA?

Jules Muis: The ECA, in a narrow sense, is basically put in charge of auditing the good housekeeping of the EU. In a broader sense it is not only allowed but I think also expected to carry out efficiency and effectiveness audits.

Under that umbrella, if I were the Court and had the resources for it, I would go for the big picture first rather than for the smaller DAS picture. I think the DAS picture is interesting but I never fell in love with it. I would rather have the Court just certify the EU accounts. The DAS is the old fashioned remnant of times passed when the public policy role of the Commission was less pronounced and the Commission less organized, The DAS is a kind of a distraction as far as I a concerned that keeps us from the big tickets: efficiency and effectiveness in the EU policy area.

R.C.: Is there a task for ECA in relation to early warning?

Jules Muis: The prime body that would have responsibility within the EU for an early warning system on financial markets, pre crisis, would be DG for Internal Market together with the Commission's various economic monitoring functions, including Eurostat. And now we have of course a major overhaul of the European financial architecture, identifying specific responsibilities at semi-supranational level for systemic risk. For the Court, there would be, I think, a fantastic opportunity to look at the total financial architecture presently being proposed, public and private sector, and see whether the EU can play its role convincingly. It would already be a fantastic opportunity for the ECA to look whether these rules make sense and whether they actually are a help or a mortgage in avoiding a next crisis. For little money it can do an enormous amount of good by looking at how far the present EU system can play the role the world expects it to have. Which is to make sure that we have a reasonably secure, still vibrant market driven system and that the right balance between the right regulation and deregulation is achieved and systemic risk captured. ...

... where the ECA could play a much more vital role than following the money, without asking often enough: ‘but to what effect?'."
